Head of Resident Coordinator's Office in Turkmenistan

Meet Chary Nurmuhammedov, the Head of the Resident Coordinator’s Office in Turkmenistan. Chary supports the Resident Coordinator in strengthening partnerships between the UN country team and the Government to accelerate the Sustainable Development Goals (SDGs).  In particular, he plays an instrumental role in mainstreaming further UN country team’s strategic engagement with the Government on SDGs, statistical data, climate change etc., through specific UN-Government legal documents, complementary to the UN Sustainable Development Cooperation Framework.  A Memorandum of Understanding (MoU) with the Ministry of Finance and Economy helped initiate regular UN-Government policy dialogues on SDG financing, advanced the discussion on the establishment of the Joint Expert Group as a UN-Turkmen coordination mechanism, and created a foundation towards establishing the Integrated National Financing Framework in the country. Similarly, another MOU between the UN and the State Statistics Committee drove to regular dialogues, which helped enhance the discussion on the SDG data generation, reporting and sharing.  Chary brought expertise across the UN system for high-level policy dialogues on the topics outlined in these MoUs.

Chary also brought together the four UN entities (UNICEF, UNDP, UNFPA and UNODC) to develop and implement the USD2.4 million joint programme on inclusive community-based social services funded by the Joint SDG Fund. The programme paved the way to transform the social protection system in Turkmenistan, including the adoption of the Law on Social Services, the establishment of the first-ever 45 social worker positions at the local level now financed from the state budget, and the drafting of the National Social Services Development Plan.
