Head of Resident Coordinator's Office in Paraguay

Joaquín Cáceres Brun is the Head of the Resident Coordinator’s Office in Paraguay.  

Along with his team, Joaquín supports the Resident Coordinator and UN country team, as they work with the national authorities to design the new UN Sustainable Development Cooperation Framework for the 2025-2029 cycle, and to ensure alignment with Paraguay’s National Development Plan 2030. 

To this end, Joaquín coordinates the UN country team, government partners, and all local actors to ensure that the Cooperation Framework builds on the lessons from the previous Development Assistant Framework and proposes forward-looking development strategies aligned with the country’s new challenges, in order to bring a better future for its people.  

Furthermore, through Paraguay’s first Voluntary Local Reviews, Joaquín is driving the UN country team’s efforts to localize the Sustainable Development Goals (SDGs), so development initiatives at the sub-national level reach the most vulnerable populations. This exercise will provide valuable information for the country’s third Voluntary National Review in 2024. 

Cross-border coordination is another of Joaquin’s priorities.  He continues to work on the implementation of the Gran Chaco Americano initiative, jointly led by the Resident Coordinators of Argentina, Bolivia, and Paraguay, which provides a much-needed support to the indigenous communities of the area. Joaquín is also working on UN country team’s Resource Mobilization Strategy, critical to achieving the 2030 Agenda.
