Impact of the UN Resident Coordinator System in 2025

In this section, data capturing the composition of the RC system and the impressions of stakeholders engaging with the RCO and the UN country teams are provided. The data points draw on annual surveys of host governments, UNCT members and Resident Coordinators, as well as the monitoring and evaluations of Cooperation Framework and audits undertaken. Together, they provide a transparent, evidence-based picture of where the system is strengthening and where work remains.

Despite fluctuations over the years, in 2025 UNCT members continued to rate RCO effectiveness very positively.

The drop in UNCT ratings for partnership mobilisation reflects the overall constrained fiscal environment during the year, which has reduced available resources and fostered competition.

Funding crunches continued to hamper the staffing environment, yet efforts were made to improve the availability of staff for countries’ crucial needs.

72 per cent rated effective or highly effective the RC system in convening multi-stakeholder dialogues with Government and donors to enable policymaking aligned to the SDGs (a 78 per cent figure, when excluding the 16 per cent who responded they do not know).

Implementation of audit and evaluation recommendations reached 83 per cent in 2025, up from 80 per cent in 2024, reflecting sustained progress in oversight and follow-up
